Unknown Callers are are always 'Blocked'

The system will will always reject a caller if there is no ANI associated with a caller. This effects ALL 'Toll Free' numbers.  Although the percentage is very small, some callers found a way to block or hide all their calling information from the system.  We believe these callers were using a carrier such as 'Vonage' for example, where the line they were calling from has no phone number. We felt since there was no way for you to market to these caller, we should block them them from calling the system.
